Rapidly developing technology affects all sectors of human life positively and makes life easier, while on the other hand, it rapidly depletes the living time of all living communities including human beings. Climate change, rapidly consumed natural resources, inequalities inevitable threaten life especially in metropolitan areas. This threat has led to new searches in the context and content of the spatial planning approach. In the face of the production and consumption of all activities that ensure development and thus growth in cities, it brings new forms and responsibilities to the planning field. It is recognized that over-spread urban forms are unsustainable, reduce resistance to global warming, whereas non-spread and multicentre urban forms are more sustainable. While cities develop sustainable policies against global threats, planning discipline seeks solutions to the scale problem. International examples show that the city is a neighborhood and therefore the solution is on a neighborhood scale. Again, the concept which is defined as distict in international examples but cannot find the exact equivalent in Turkish, on the other hand, the concept that corresponds to the definition of `neighborhood in scale is defined as EcoDistrict in this thesis. The other reason for considering it as o EcoDistrict is that the content of the concept also coincides with the concept of `place`. Within the scope of the thesis, the changes in the basic principles of planning and therefore design were investigated and the criteria of EcoDistrict planning policies were determined. In this context, 8 main criteria and 99 sub-criteria were determined and application examples were examined in Europe and USA. In order to determine its applicability in Turkish legislation Turkey AHS method using a specific calendar / guide has been developed.
