The phenomenon of globalization refers to the internationalization of many areas, especially political, economic and social areas. In this context, globalization causes capitalism to spread throughout the world. Capitalism which has influenced every aspect of social life has been dominated by neoliberalism for many years. Neoliberalism defends the fact that all things are commodities and commoditization while defending the marketization of all assets. Knowledge has also been transformed into a commodity with a value of change by losing the value of use in the capitalist production process. The education service and financing of the educational service has changed in parallel with the political and economic transformation. The economic recession after the Second World War revealed the need for the state to intervene more in the economy; thus, it is envisaged that the education services such as other similar services will be financed by public resources. However, increasing public expenditures over time began to burden the budget and the budget deficits began to become chronic. Public borrowing has been made to finance the permanently increasing budget deficits of developing countries. In addition, austerity measures have been applied to reduce public expenditures. As of 1980s, the idea of disrupting public expenditures and leaving more services to market conditions has become dominant. Higher education expenditures in public expenditures is seen as a sector where expenditures can be reduced relatively easily. One of the main arguments of neoliberalism regarding higher education is that the individual return of higher education is more than the social return. Thus, cost sharing was made with the students who were beneficiaries of higher education in the financing of the higher education, which was previously offered as a public service. Moreover, higher education institutions have started to cooperate with industry in order to diversify their sources of income. The fact that the knowledge produced in the universities directed to the areas needed by the industry has caused the commercialization of knowledge. The fact that information is seen as a commodity and subject to trade reduces the social benefit of higher education. Higher education should not be priced and open to everyone as a right in order to ensure equal opportunities in society.Key Words: Neoliberalism, financing of higher education, university industry cooperation.

Küreselleşme olgusu başta siyasi, ekonomik ve toplumsal alanlar olmak üzere birçok alanın uluslararası hale gelerek bütünleşmesini ifade etmektedir. Bu kapsamda küreselleşme, kapitalizmin dünya genelinde yaygınlaşmasına neden olmaktadır. Toplumsal yaşamın her alanına etki eden kapitalizm uzun yıllardır neoliberalizmin egemenliğindedir.
