The Ottoman Empire, which was founded as a frontier chiefdom and transformed into an empire over time, harbored many ethnic and religious elements for many years. During the transition from chiefdom to the empire, it received support from many religious structures and spread to Rumelia and the Balkans with these supports. The Balkans, which had been under Ottoman rule for many years, became Islamized and Turkified, especially through the Alawite-Bektashi elements. Commitee of Union and Progress, one of the structures that emerged in the period when the Ottoman Empire began to lose its territory along with its power, played an effective role in the proclamation of the Constitutional Monarchy which was seen as a solution to stop this predicament and then took power. The fact that the majority of their rulers came from the Balkans and the opposition to the pre-Constitutional Monarchy regime brought Alawite-Bektashi groups and members of the Committee of Union and Progress closer. For the state to survive, the Committee of Union and Progress, which pursued the policies of Ottomanism and Islamism, turned to Turkism when they saw the bankruptcy of the aforementioned policies. After the appearance of the necessity of a national state, Alawite-Bektashi group, who had a dominant Turkishness in his religious and social life, was examined by Baha Said Bey, who was commissioned by the Committee of Union and Progress. The basis of this study is to prevent the activities of the missionaries and to examine whether the Alawite-Bektashi group can form a core for the idea of the new national state that is intended to be created. At the center of the thesis is the Alawite-Bektashi policies which were examined by the Committee of Union and Progress.
