As can be seen from the works of Rousseau, the main subject of his struggle is th conflict between individual autonomy and social dependency. The aim is to reconcile individual rights and social duties and to desing the model of the community agreement with peace, order and continuity. He describes a model of socialization in which individual rights and freedoms are not suppressed, while emphasizing how the free humankind enslaves in the stages of socialization. He focuses on the behavior, education and morals of individuals rather than political factors. Rousseau describes a union state that everyone participates in. The person who is alienated to himself in the process of socialization with his influence in his modernity forms the social agreement in order to gain the freedom and equality he has lost. The state is an artificial institution and is the element that enables man to establish freedom and equality in society The aim of the policies created in society is to achieve the common good. He refers to the common self as `general willpower`. Directing the state to common good is the function of general willpower. The application of the general will is expressed as `sovereignty`. The task of the sovereign is to make people free and equal, and to do good for all citizens. The sovereign does this through law. How can a citizen who obeys the law be free and obedient simultaneously? The goverment which obeys and enforces the laws outside the public is a community of officials who exercise the power of sover ignty on behalf of the population and the public who are the real owners of the sovereignty.Key Words: State, general willpower, freedom, equality, sovereignty, law, citizen.
