In this study the relationship between power-science/ilm in the XVII. century is comparatively studied. The relationship discussed in the context of five `structural` factors, namely political, legal, economic, cultural (science and philosophy) and social structures is evaluated through such dichotomies as tradition-modernism, servant-individual, Sunni Islam-mercantilism, Sharia and customary law-positive law, religion-philosophy, science-ilm. It is determined that the primary premises became secondary ones due to the legal, economic, social, intellectual and scientific development. This determination is guided by the fact that the discourses in the Ottoman Empire and the West constructing political structure differed as political power and economic power in terms of understanding and signifying the World and that the ideological discourses therefore had the power of creating different truths. It is determined that while the ideology and power aim to create truth, madrasas, universities, public intellectuals, and intellectuals became the instruments of power and these established the legitimacy of ideology/power dichotomy on society and individual. It is seen that scientific and philosophical theories of the Ottomans completely remained as conveyed in the Islamic thinking tradition without updating and commentaries rather than original works weighed. Some of those were Aristotle's theory of physics, Ptolemy's astronomy, the medical insight from Galenus and Hippocrates and the social change and construction theories of İbn Khaldun. But in the West Descartes' philosophical thought, Copernicus, Galileo and Newton's theories of astronomy and physics, political theories of such philosophers as Locke, economic policies of such economists as Malynes, Mun, and Colbert were evaluated through their contribution to modernisationConsequently it is determined that in the Ottoman Empire and the West in the XVII. century the relationship between power-science/ilm cannot be considered independently from the truth creating discourses of ideology and power. Keywords: XVII.
