Aim of thesis is discussing the effect of European Community adaptation process inestablishing of NGOs in Turkey. For purpose of analyzing this subject it is necessary toexamine clearly civil society and NGOs in the context of European Community and history ofEurope.Civil society and NGOs, historically and theoretically, emerged and developed inEurope. It is possible to say that civil society is the traditional form of Europe. Today, thecivil society and NGOs are just evaluated as a subject of underdeveloping countries inEurope. The community is interested in the subject of establishment and development ofNGOs in these countries. It is not exactly right to claim that civil society or institutions, which have samevalues with NGOs, do not exist. However it?s difficult to say that there have been institutionsin Ottoman Empire which were autonomous under the empire comparing with developmentsin Europe. In other words the institutions were not autonomous under the Ottoman Empire. Therefore the institutions could be categorized functionally but not in the same meaning ofcontemporary NGOs.NGOs which are functioning around Europe require NGOs which are functioning insame fields from candidate countries. Also, the community asks for advice from NGOs indecision making process. Therefore NGOs are very effective for accelerating of adaptationprocess of the candidate countries. Finally, developing of civil society and NGOs in Turkey has been a popular subject inrecent years. Especially after Helsinki process, fundamental improvements in the way ofadaptation with Europe have been seen. This process appears obviously in amendment ofnational public laws.
