Özet

The subject of this thesis is, in the broadest sense, why and how a constitution is made. The starting point of this study is a predominant assumption of that Turkey needs a new and civilian constitution. In the study, firstly, what should be understood by the Constitution was investigated and then the methods of constitution making were discussed. In the study, it was considered important to determine the basic elements of Turkish constitutional culture and to investigate the relation between social problems and constitutional principles in the light of the experience of constitutionalism of our country. At the end of the thesis, including a theoretical inquiry as well as a comparative study and an analysis of the empirical data obtained through field research, an investigation is made on the existence of causality between the new civil constitution and the problems to be resolved.
