In the Ottoman state, the mutes have been primarily hired in the Sublime Porte. Additionally, they have also been employed in the state institutions such as Military Council, Hassa (Special) Army Council, Ministry of Foreign Affairs, Supreme Council of Judicial Ordinances, and Permanent Council for General Education, Council of the State, Danube Province, Military Units, Harem and the Apartments of the Mantle of the Prophet. The mutes were perpetually with the Sultan. They were preventing the dissemination of the secrets of the state in the public by providing the secrecy of the negotiations. Besides, they have been nominated as companion, comber and coffee-maker. The mutes working in the Harem, like the dwarfs and eunuchs, have been employed in the services such as fetching the necessary wares and carrying information between Harem and the outside world. When we look at the mutes outside the Court, we see that they were exempted from paying taxes. They have also been hired in other proper jobs. We can detect the mute persons among the bath attendants, swordsmen, preachers and artisans. These men were telling and expressing themselves through the signs.Even if we do not have much information about the mutes both in the Court and in the society, we understand from the pious deeds and establishments they made that they considered themselves the individuals of society regardless of the perception of the society about them. These examples present us how they expressed themselves. It has become possible to have detailed information about the deeds of the mutes from official documents after the opening of the School for Deaf, Mute and Blind by Abdülhamid II.Key Words: Mute, Bizeban, School for Deaf, Mute and Blind , Musahib,Hangmen.

II.
