ABSTRACT Ph.D. Thesis ECONOMIC ASSESSMENT OF ENVIRONMENTAL POLLUTION DAMAGES CAUSED BY INDUSTRY ON AGRICULTURE: THE CASE OF SAMSUN FERTILIZER AND KARADENİZ COPPER INDUSTRIES Harun TANRIVERMİŞ Ankara University Graduate School of Natural and Applied Sciences Department of Agricultural Economics Supervisor: Prof.Dr. Ziya Gökalp MÜLAYİM 1996, Page: 222 Jury : Prof.Dr. Ziya Gökalp MÜLAYİM : Prof.Dr. Selahattin ERAKTAN : Prof.Dr. Erkan REHBER In this study, the valuation techniques which are used to assess the environmental pollution damages to agriculture were investigated and the appropriate methods that can be applied on the case of Samsun Fertilizer and Karadeniz Copper Industries were chosen. Market-based methods, income capitalization technique, social benefit/cost analysis, functional analysing approach, environmental matrices are generally used to evaluate the environmental pollution damages. Some of them are applied to the selected case, such as, change-in-productivity, production cost, preventive/defensive expenditures, hedonic price function, contingent valuation and environmental matrice approaches. To assess the pollution damages on agriculture in the research area, 56 farms which are damaged and 35 farms which are not damaged, are selected by random sampling and then surveys are applied. Also, 10 surveys are applied both of experts and various specialists who are working in the area. The result indicates that the value of environmental pollution damages to major agricultural crops are estimated as 70,8 billion TL in Tekkeköy region. It has been determined that there is an inverse relationship between the crap losses ratio and the distance from the pollution sources. The minimum value of damages to environment caused by Samsun Fertilizer and Karadeniz Copper Industries is estimated as 62,4 billion TL/year by defensive expenditures approach. The negative externalities in the region cause 1,796 percent decrease on the average dry farm land market value and cause 1,925 percent decrease on the average irrigated farm land market value. The economic value of environmental damages in agriculture is determined as 107,6 billion TL/year by contingent valuation method. The environmental effect coefficient of Samsun Fertilizer plant is -6,94 that represents the important negative environmental pressure and Karadeniz Copper Plant is -7,01 that represents the important negative environmental impact. Experts may use especially market-based methods such as change-in-productivity approach, production cost approach, income capitalization technique and dose-response function approach in Turkey for the economic assessment of environmental pollution damages caused by industry on agriculture. Other methods which are examined in this study are useful for preparing environmental impact statement of economic activities. The results which are determined by these techniques, can include various subjective valuation. They are satisfactorily consistent according to the aims of usage. For providing reliable results, theoretical and methodological basis must be achieved by further scientific researches. KEYWORDS: Environmental damages, agricultural production, fertilizer and copper industries, valuation techniques, market-based methods, social benefit/cost analysis, environmental matrice.

ÖZET DOKTORA TEZİ SANAYİNİN NEDEN OLDU?U ÇEVRE KİRLİLİ?İNİN TARIMA VERDİ?İ ZARARLARIN DE?ERİNİN BİÇİLMESİ: SAMSUN GÜBRE VE KARADENİZ BAKIR SANAYİLERİ ÖRNE?İ Harun TANRIVERMİŞ Ankara Üniversitesi Fen Bilimleri Enstitüsü Tarım Ekonomisi Anabilim Dalı Danışman: Prof.Dr. Ziya Gökalp MÜLAYİM 1996, Sayfa: 222 Jüri : Prof.Dr. Ziya Gökalp MÜLAYİM : Prof.Dr. Selahattin ERAKTAN : Prof.Dr.
