The tax of avârız was collected only on extraordinary occasions (war, natural disaster etc.) in the beginning. In time, the financial crisis brought by the political problems caused this tax to be collected regularly every year. This tax collected in kind in the beginning was later converted to a tax collected in cash. Taxes named nüzûl and sürsat were created in the same direction. The conversion of the avârız tax into a regularly collected tax caused a tremendous pressure on the people in the economic sense. The tahrir defters, which are one of the main sources of local history studies, contain important data regarding the socio-economic situation, population and administrative structure of the region. The classical tahrir system has been abandoned following the deterioration of the tımar system and the tahrir defters have been replaced by the avârız defters. These defters provide briefer data regarding the aforementioned topics. The most important reason for the conduction of avârız counting has been the Celali Rebellions that started during the end of the 16 th Century. These rebellions devastated Anatolia and caused major population movements. Named as the `Büyük Kaçgun`, these migration waves changed the demographic structure of Anatolia. Thus, no taxes could be collected from the people who abandoned their lands, while there were no opportunities left to collect taxes from the remaining population. Next, avârız counts began to create resources and the aforementioned avârız defters emerged. From this viewpoint, the avârız defters of the Sanjak of Biga between the years 1070/1660 - 1117/1705 have been examined in our study and an effort has been made to present data regarding the administrative structure, socio-economic situation and population of the aforementioned sanjak.
