In this study, using the institutional ethnographic methodology developed by Dorothy Smith, the factors leading to the secondary victimization of the child victim in the criminal justice system process in Ankara, Ankara West and Mersin courthouses were examined by primarily taking into consideration of the child victim's perspective. The bifurcation between the reality of the judicial system and the reality of the child, discontinuity of the judicial actors and processes in the provision of services for the victimized children, communication problems with the actors of the judicial system, inadequacy of the physical conditions and problems on legal informations and terminology are identified as the main problem areas in which the children are experiencing secondary victimization. These problem areas have been discussed by taking into account the views of various judicial system actors such as judges and prosecutors, social workers, lawyers, and judicial staff. The study reveals that in line with institutional priorities, the child victim can be transformed into a job that needs to be completed and a file that needs to be closed, and that there is no holistic and sustainable victim support system that prioritizes the rights and needs of the child victim. The textually- mediated ruling relations of the criminal justice system, aiming the functionality and order, creates a hierarchical power relationship in the interaction with the child victim , and the child victim becomes disadvantaged against the system being vulnerable in terms of secondary victimization. Due to this fact, the measures and practices which will be introduced to manage a child-centered criminal justice system should be evaluated by taking into account the negative impacts of the textually- mediated ruling relations of the criminal justice system on the child victim. With regard to the institutional ethnographic approach, recommendations have been made on a holistic child victim support system that can provide integrity and continuity for the effective implementation of a child-centered criminal justice system.
