Labour migration began from Turkey to Europe within the 1960s. Turkish workers who went to Europe temporarily at first, in the course of time gave up the idea of coming back and settled down permanently in Europe. As time went on, education of both mother tongue and culture has emerged as a compulsory need for the children of Turkish citizens in Europe. The European Economic Community (EEC) issued a directive on July 25, 1977 which suggests member countries give a suitable education to meet the needs of the children of migrant countries. Republic of Turkey Ministry of National Education send teachers to places where Turkish people inhabit densely every year by the aim of giving Turkish and Turkish culture education. The aim of this study is to determine the situation of Turkish education given to children of our citizens who come and settle down in Belgium starting in 1961 and gaining speed after the labour force agreement signed in 1964 and to establish the problems of the teachers who give Turkish education. In this context, with the qualitative research approach, 25 Turkish teachers working in Belgium were interviewed, three of these teachers were observed in the classroom environment and materials used in the classroom process were collected after being examined as documents in the 2011-2012 academic year. The interview questions prepared by the researcher for the interview were posed to the pre-test group of 5 people and the final form of interview questions were given in accordance with the received answers. The interview questions were posed to the teachers and the collected datum were themed with the encodings by using the technique of content analysis- one of the qualitative data analysis techniques- and interpreted by giving meaning to the themes. The physical environment of the classroom, the social dimension of the environment and usage of the language (classroom interaction), activities occurring in the environment and the properties of the learners (characteristics of the behaviours showed by the students, carrying out of their responsibilities, levels of students' interest in the course) were observed by using the observation form developed by the researcher who has prepared the thesis. Datum gotten as a result of the observation were themed with theencodings using qualitative data analysis techniques and interpreted by giving meaning to the themes. As a results of research, the following findings were obtained:1.It is seen that some of the students are indifferent to Turkish and Turkish Culture lessons and their motivation level is very low concerning the lessons when the lessons are evaluated in their social contexts. It has been understood that the students have exhibited different attitudes to their teachers and they are very close to them as a result of the fact that teachers are perceived as an elder brother, an uncle, a family member rather than being a teacher.2.The course books excluding the ones written for the 1st-3rd grades are insufficient and their language is heavy, boring and above the students' level stressed out by their teachers. However, the teachers express that it is pleasing to have the course books rather than not having had them in former years. The teachers find it wrong to such a large extent that the course books are prepared for some grades as a single course book. Every teacher uses extra material apart from the course books.3.When the teachers' strategies, methods and techniques are concerned, they use presentation as a teaching strategy and expression as a method mostly. In addition, they use discovery teaching strategy, demonstration method, educational games, theatrical techniques, telling story-tale-comic and drawing picture, writing activities, question and answer technique, teaching techniques through musical and visual materials.4.The assessment and evaluation of the course is based on process evaluation and the results of the tests. Besides, project studies, performance duties, question and answer, oral and written exams can have impact on evaluations.5.The most important problems the teachers face in their lessons are the insufficiency of the physical contexts and the indifferences of student-parent to the lessons. The other problems can be enumerated as the indifferences of head of the foundations, the negative attitudes of the teachers and administrators at the schools, courses given out of school period and not graded.6.The teachers want to raise the public's awareness on the mother tongue and culture issues, Turkish and Culture courses to be given in school period, graded and the physical context of the classrooms to be improved firstly. Keywords: Mother Tongue, Bilingualism, Belgium, Turkish And Turkish Culture Teachers.
