European Urban Charter is an advisory document which guides to local governments. It was adopted by the Council of Europe in 1992 and Turkey is a side of it. The document, which was revised in line with the renewed needs of cities, was re-accepted as European Urban Charter 2 in 2008. In both accepted urban conditions, the importance of sustainability and transportation concepts is emphasized in order to improve the quality of urban life. Reducing the use of automobiles, designing the roads as multimodal, increasing the quality of public transportation, and establishing bicycle and pedestrian infrastructure throughout the city are the transportation policies specified in the condition. Inadequate implementation of only one of these policies adversely affects other policies. In this study, the concept of sustainable transportation is explained based on the principles of transport and circulation specified in the European Urban Charter and European Urban Charter 2. While evaluating sustainable transportation policies to be implemented in the city, bicycle transportation and bicycle sharing systems are emphasized within these policies. The place and development of these two structures in urban transport are examined in the historical process.34 different bike sharing systems in Turkey and the 7 different companies are operating these practices which are regarded as mutually providing these systems, technologies, pricing policy, integration with other modes of transportation, service areas are examined. In this study, both the bile sharing system in Çanakkale and comparison of bike sharing systems in other Turkish cities will be examined. In addition, the bicycle sharing system in Çanakkale is handled in the context of the principles of Transport and Circulation set out in the European Urban Charter.
