Projects are being carried out to transform urban areas that need to be renovated for various reasons and these projects are often carried out by the public sector because of resource and information constraints. The transformation of the cities is possible not only by correcting the imperfect image of the city, but also by increasing the quality of life of the people living in it and this can only be achieved without losing the city's originality and the culture. In Turkey, the human element is thrown into the second plan and for-profit projects come to the fore. Therefore, the methods applied during the implementation of the projects are also a reflection of this point of view. Urgent expropriation, which is a frequently resorted method for expediting procedures in most projects in recent years, is also within this scope. It is believed that projects do not aim public benefit and urgent expropriation method is used out of its purpose. It is also believed that the projects applied by this method make the lives of the people more difficult by accelerating the process and creating a panic environment instead of improving the lives of the city and urban residents. The purpose of this study is to investigate whether both the urgent expropriation method followed during the implementation and the projects themselves are in compliance with the laws and serves the public interest while the transformations are being carried out. Due to the above-mentioned reasons, Sulukule and Tarlabaşı Urban Transformation Projects were examined. Also, the processes that the residents of the region have experienced since the beginning of the project and the changes on the property and social structure of the region, emanated from the methods applied is discussed through the interviews with the residents.
