Özet

The characteristics of low income countries came to be discussed extensively in economic literature during the post World War II era. The discussions centered around the possibility of changing the economic structure of these countries through industrialization, and to this effect protectionist policies and import substitution strategy were advocated. Ensuent to a major balance of payments crisis, Turkey started following the same path in the 1950's where the manufacturing industry became the driving of the creation of an industrial society. This study investigates the extent to which the import substitution industrialization strategy was successful during the period covering 1960-1980. As planning was a complementary institution to import substitution, the study employs the data and framework of the 15-year long term plans. The 5 year medium term plans determined production and investment targets whereby the private sector was given incentives to meet these targets. An overall assessment of the period in concern reveals that the production structure evolved toward industrialization and that there was considerable transformation in production technology. Nevertheless, the long term planning goals and targets could not be fully achieved.Key words: Protectionism, Import Substitution Policy, Economic Growth, Manufacturing, Five Year Plans, SPO.
