The reason of existence about many institutions and departments is commonly shared by countries throughout the World as in Turkey as well, which is mostly about performing local services in a more efficient and effective way. Foremost among them, the growing cities which are getting bigger being parallel to the developments and changes occurred in the World and their administration come at first. In this respect, the development related with the administration of municipalities in our country always remains on the agenda, especially in terms of metropolitan city management. The main reasons of this are the demographic mobility towards the cities and the increased problems of municipalities in almost every sphere. Following this scope, many legal amendments come into the question. The models which were created in terms of legal frames become gradually insufficient or the need for revision comes into agenda, and the new model seeking for metropolitan municipalities have continued. This seeking sometimes has the aims on `the subsidiarity principle`, or again sometimes own the purpose about `providing the efficiency in services`. Hereby this study drives forward the notion as `the locality in services` being a major element of this model to have an extended space for discussion. Indeed, many problems, today, have begun to be discussed, being related with the world of praxis, though they have different reasons, as a result, new seeking have also come into question. In generally speaking, when the course of development about the management of metropolitan municipalities is paid attention, it can be easily seen that this process started via the 1982 Constitution, and became clear. Although some studies existed till this period, the solid steps were taken in this period. Indeed, along with the aim for `specific management forms on big settlement areas`, the law numbered as 3030 in 1984 has emerged. Following this, the law numbered as 5216 which was accepted in 2004, and the numbered as 6360 having been accepted in 2012, then came into power in 2014, have presented the new models for metropolitan managements. Today, the demand for expanding the whole city model, via presenting new criteria is already seen by still continuing new seeking today.Along with this study, it is tried to be questioned here whether the new model proposed by the law numbered as 6360 for a new model is sufficient or not. Moreover it is also discussed to determine whether new seeking are needed or not. In this respect, it was tried to be revealed that what the approaches of related shareholders (Mayors etc.) about this topic were. In other words, the analysis upon the performed interviews with metropolitan municipality mayors, district municipality mayors and vice presidents or general secretaries as well as their deputies were evaluated in this respect in order to find an answer for the question as `what kind of a municipality is needed`, on the aim of reviewing the quests on finding new models and developing suggestions about needed revisions.

The reason of existence about many institutions and departments is commonly shared by countries throughout the World as in Turkey as well, which is mostly about performing local services in a more efficient and effective way. Among the most pleriminary items, Bunların başında, dünyadaki gelişime ve değişime paralel olarak büyüyen şehirler ve onların yönetimleri gelmektedir.
