The purpose of the thesis named `The Administrative and Financial Structure of İstanbul Metropolitan Municipality` is to examine both the administrative and financial development of Metropolitan Municipality specific to İstanbul.İstanbul Metropolitan Municipality plays a major role among the local governments in Turkey. In our country, many new laws and regulations have been started as a result of modernization actions along with the `Tanzimat` reforms. In time, various models have been suggested with regard to government of Metropolitans. In Ottoman period, 1868 İstanbul Municipality Administration Directory stipulated two staged structure just as today, and the change continued with the regulations enacted in 1877, 1912 and 1930.The starting point of the change and conversion of İstanbul Metropolitan Municipality in administrative and financial terms is the law no: 3030 which brings the two staged Municipality system. Thereafter, the city border of İstanbul was accepted as the civil Municipal border after the Metropolitan Municipality Law no: 5216 and finally the law no: 5747 abolished the two staged Municipalities and gave the current shape of the Municipalities.İstanbul Metropolitan Municipality Income Budget has continuously increased since 2010. On the other hand, the most significant share among the income items belongs to transfer incomes. This is of importance because it indicates how important role transfer incomes play in terms of financing expenditures. On the other hand, self-income rate was low.Despite the autonomy extent of the transfer incomes is lower comparing to other income items, it was of great significance because İstanbul Metropolitan Municipality has the full authority of discretion on which services and investments it will spend the incomes that it has earned from transfer incomes.İstanbul Metropolitan Municipality's Expenditure Budget has shown a continuously increasing trend since the year 2010 including the expenditure budget of the year 2014. The mentioned situation has given an opinion that every year expenditures are increasing and developing in İstanbul, but the budgeting process must be calculated very well in order to avoid a lack of resources when expenditures have risen this much.
