This system consists of a collection of compatibieelements in the parliamentary and presidential system in a manner that dose create aconflict between the tow systems, but creates a synthesis and harmony between them.It takes from the parliamentary system the dualsim of the executive authority , where itconsists of two president: the president of the Republic and the Prime Minister, as wellas solidarity and individual responsibility of ministers. It olsa quotes from it theprinciple of cooperation between the legislative and executive authorities so that eachauthority can interferes , in away or another , with the work of the other. It takes fromthe presidential system the process of election of the President of the State by the peopledirectly , as they express the will of the people , and this is what represents thelegitimate authority to give it meny of the powers that are often related to the protectionand integrity of the state and it is foreign relation .
