In this study, the transformation of Silahtarağa Electricity Power Plant to santralistanbul has been examined in the framework of cultural industries. The old production plant has been allocated to Bilgi University for some time and embodies fuctions like education, culture, food & beverage and accomodation. An ongoing process where the local gained importance with globalization and started to use culture economies in order to develop and enhance it?s competitiveness is in question. While cultural economies are creating new employment opportunities in the city, they are also transforming the urban spaces in the framework of urban renovation. On the ground that the actors of this transformation are from the private sector, indicates that the private sector is coming into prominence on promoting the cities? cultural infrastructure. When the cultural strategies proposed in master plans produced by central and local authorities are investigated and at the same time in the process of 2010 European Cultural Capital (ECC), it can be seen that policies and strategies for promoting cultural infrasturctures gained importance. These developments find point and regional reflections in the city?s places. Santralistanbul is assessed as a spatial reflection of cultural policies in scope of ECC.In İstanbul-Haliç which is an old industrial region, production plants which have lost their functions, became idle and are characterized as industrial archeologies are being transformed into cultural structures by re-functioning. In this study, examples of this kind in Haliç which transformed from an indsutrial region to a cultural basin have been examined and santralistanbul sample has been analysed in detail.Foreign culture center and museum projects such as, Paris Pompidou Cultural Center, Bilbao Guggenheim Museum and London Tate Museum which were taken as an archetype for santralistanbul have been examined in order to understand santralistanbul from the processes of spatial reflections of cultural economies, the actors and their impacts on space. In order to understand the effects of santralistanbul to its environment, face-to-face interviews were made in the sample area. As a result of these interviews, it was seen that people living in the neighbourhood; have not yet gained a profit from santralistanbul or the university (santralistanbul is seen as Bilgi University) function moving into the region; were not included to the participation processes santralistanbul aimed to achieve; did not recognise area?s publicity where the area is owned by the public and has been allocated to Bilgi University for a limited period of time and the steps taken by santralistanbul for being permeant were inadequate.
