The concept of social state emerged in the second half of the 19th century. Along withsignificant developments in the 20th century and later, this concept brought along the concept andpractice of social welfare, especially in industrial societies. In Turkey, various laws have beenlegislated with the laying of the foundations of the social state concept.Together with the concept of social state, the concept of social municipality was adopted inlocal administrations. At the point of solution seeking to the problems in the society, socialmunicipalities and some institutions have put their signatures under various studies. In the studiesconducted with this perspective, it is aimed to help the poor and to ensure the development of theindividuals who make up society. In particular, regulations are put in order to address the primaryneeds of the young, the elderly, the disabled and those who are at or below the subsistence minimumsuch as education and health as well as to meet the cultural requirements. It is underlined in therelevant laws and conventions that access to information and communication must be providedthrough publishing so that persons with disabilities can live an independent and decent life withdignity. In this context, various projects are carried out taking into consideration the rights ofindividuals with disabilities to access information and communication. However, when theaforementioned studies are examined, it is understood that there are problems due to lack of adequate state support despite the projects created on the basis of volunteerism. In this context, when the concept of social state is discussed in the field of publishing, it is observed that the state support and the importance given in the studies aimed at disabled individuals remain insufficient.
