Özet

Idea of representation in Ottoman governance tradition is a development that emerged within the final periods of the empire. Concept of representation which came to the fore with Tanzimat Reform arose firstly in arrangements made for provincial governance. In this period, the ruled were recognized in management area at a certain extent by establishment of local councils, mixed tribunals and specialization commissions where representatives elected by the public also appeared. Principle of representation gained a constitutional ground and reached a wider application area only with Constitutional periods. The study comprises of two sections in line with these findings. In the first section concept of representation which came into existence in Tanzimat Reform era is studied within the framework of reforms in governance area. Factors under which concept of representation gained practicality within reforms that constitute the basis for the empire's provincial organization and legal developments are emphasised in this section. The second section examines legal, politicial and administrative developments which caused spread of idea of representation that gained a constitutional nature in Constitutional era.
