During the transition process from empire to nation state, Turkish Republic which was tired of wars and was poor, put into practice some policies so that the state could get strong and the public could develop in terms of social-economic and cultural in the direction of determined aims. While firstly economic development was provided, on the other hand the education and culture of public was adopted. Within in this scope, while the principle of statism determined the main principles in economy, populism played an important role in educational policies. 'New Turkish Alphabet' was adopted in 1st November, 1928 so that education could be reached to all people. Nation School were opened to teach people New Turkish Alphabet. As the literacy campaign was started with Nation Schools, the same attention couldn't be paid for villages. Atatürk who wanted villages to attach to literacy campaign, considered that he could ask for help from the soldiers and the idea of the educators training was shaped. After educators training became successful in a short time, 21 Village Institutes, which children of village could be taken instead of soldiers, was founded. The Hasanoğlan Village Institute which was opened in Ankara was the fifteenth one. The students from Çankırı, Ankara, Kırşehir were accepted to Hasanoğlan Village Institute. This institute which was oriented to hands-on training was very important for the development of villages. Advanced Village Institute that was considered as the brain of institutes was the first samples of public university in Turkey.Educational policies were also affected at these times when Turkish political life changed. In 1946, transition to multiple-party system came true by the force of democracy. After that, the curriculum of institute changed dramatically. It began to become a training school. The process of closing these institutes began with the transition to multiple-party system and they were completely closed in 1950. At this process, firstly Advanced Village Institute was closed in 1947. Then Village Institutes were called as First Training College. Although Hasanoğlan Village Institute served until 1954, it could work in accordance with their aims until 1946.Village Institutes were effective for the development of the area where they were founded and it became very important for Turkish Education. Hasanoğlan Village Institute also contributed to the public's cultural and social life. Besides that, Hasanoğlan Village Institute played an important role for introducing the institutes to the world. Thus, UNESCO suggested as a model to the developing countries.

Eğitmen Kurslarıyla kısa sürede başarılar elde edilince, askerlerin yerine köy çocuklarının alınabileceği 21 `Köy Enstitüsü` kurulmuştur.1941 yılında Ankara'da açılan Hasanoğlan Köy Enstitüsü, enstitülerin on beşincisidir.
