The aim of this thesis is to trace consubstantiality-equivalency constructed between democracy and civil society through TESEV which represents itself as an agency of change and think tank. The main objective of this study is to criticize the positive relations constituted between civil society-democracy and market in the post-political era within which no space is left to politics. Different from the anti-state rhetoric which is grounded in the credo of ?civil society against state? in Turkey, this study asserts that the state and civil society are not mutually-exclusive.In 1980s and especially in 1990s, a transition from the discourse, in which encounter of two quiescent substances was seen as the main antagonism of socio-political and economic life, to the normative idealism (the implicit democratic structure of civil society), in which civil society turns into political subject, was experienced. The reified state view that sees the state as independent social reality was replaced by the counter-reification which sees the civil society as antidote. This approach which attributes a unity to state and democratic essence to civil society conceals social and class characteristics of democracy-civil society-state.In 1990s the civil society in Turkey, which is seen as the cornerstone of the ontology of social by liberal political imagination, turned into mythical socio-political power. The orthodoxy of civil society or the pro-civil society opinion technicians under a spontaneous illusion claim that the civil society is democratic. The nexus between civil society and democracy, which is attempted to be constituted by neo-liberal imagination, is problematic. The dominant discourse perspective in Turkey in 1990s, which constitutes consubstantiality of civil society and democracy, forms a ?pure? democracy frame bracketing structural context. This frame is post-political. The civil society in neoliberal projection is defined substantially by its opposition to ?gracious? state. In the post political era in which the neoliberalism is a unique horizon, the discourse of power depending on consubstantiality of civil society and democracy does not touch on the `essence? of the capitalist relations. The nexus between democracy and its social content, and class attributes was distorted in the mid-1990s and it was reduced to formal-legal equality based on identity and recognition demand. The consubstantiality of civil society and democracy depends on `pure political? limited democracy definition. Knowledge about this imagination of democracy is produced on the public grounds. TESEV as one of those sites is the perpetrator of conceal of democracy in a neoliberal way and with its production of knowledge of democracy it is an active part of class struggle.
