The history of the decline of the Ottoman army is a bit of a date when Ottoman war technology can not survive the sun. In the background of the glorious Ottoman victories lies the importance of Ottoman military prowess and military technology. The Ottoman Empire was not able to catch up with the military technolo- gies of developing Europe and remained behind. After that, certain reforms and reforms were made throughout Ottoman history in order to get rid of this tension and to reach its contemporaries. Of course, the most obvious of these reforms will be the military field. The Ottoman army entered into a modernization process after Tanzimat and reforms. Many changes and reforms have been implemented structurally and figuratively. Certain military trainings, institutions and organizations have been established with these reforms. In this period, a certain literature on the renewal of the Ottoman army has also come to light. The army's innovations were formed in artillery and flusher troops before the podiums. In this sense, it will not be meaningless to search for the first movement points of Ottoman army modernization in these units. This study generally includes the reforms of the Ottoman army and narrowly deals with the reforms on the fortifications and artillery units from the first areas of army modernization. The main literature addressed for this purpose focuses on the 1908 Charter of the Field Employment. The aim of this thesis is to present an assessment of the contents of the guidebooks on the positioning and administration of Ottoman fortifications and artillery units, and in particular the content of the Sahrâtî al-în al-în al-înîtî of 1908. Keywords: Ottoman Army, Military legislation.
