In this thesis, the relations between two countries in the axis of Iraq politics of the USA, the developments in the country after the invasion, the reasons for emergence of the ISIS problem, fighting against the terrorist organization have been examined by especially considering the post-2012 period. The USA has carried out a struggle of dominance in the country for many years for the purpose of directing the strategic position and natural resources Iraq has in line with its own interests and it has achieved this goal with overthrow of Saddam. However, the structure in the country, which is divided in terms of ethnicity and sectarianism, did not allow the USA to establish full control and establish an ambiance of stability. It would not be possible to say that the USA, which tries to create policies which can be accepted by all groups, is very successful in this matter. This situation has forced the USA to pursue a balance policy between ethnic and sectarian groups. The Shiites were in the forefront because of their majority in the country, however the Kurds received the support of the USA as a balancing element due to the ties of the Shiites with Iran. Sunnis, on the contrary, have lost their former effectiveness and were subjected to great pressure by the policies applied especially during the term of Maliki as the Prime Minister. Such pressures have caused a considerable part of Sunnis to join the ranks of ISIS which was then rapidly growing, by taking the opportunity of the authority gap in the country. The USA did not care about the organization for a long time but acted after the organization seized a lot of strategic regions and facilities in the country. Due to Obama's opposition to the use of military force, fighting the ISIS was limited to providing support for fighting land-based troops with air attacks and providing weapons, training and equipment to fighting land elements. However, in the present situation, still not reaching a solution regarding the ISIS problem, the ongoing instability in Iraq and a division problem expected in the country in the near future, indicate that the Iraq policies of the USA carry the country to a worse situation. Keywords: The USA, Iraq, Shiite, Sunni, Kurd, ISIS, terror, policy.
