In the aftermath of World War II, the evolution of the idea of creating a union in accordance with the changing dynamics in Europe resulted in the theoretical grounding of the understanding and explanation of the integration process of this union. As such, attempts were made in order to explain this integration process with Neofunctionalism –a theory not acknowledged as the only integration theory- which emerged in this period, as one of the International Relations theories. Theorized by Ernst Haas, Neofunctionalism fulfilled its function for a certain period, and yet after a while, the union embarked upon a period of stagnation in spill-overs, which is one of the fundamental conceptualizations of the theory; and eventually, spill-backs were recorded in addition to spill-overs. In this context, this thesis investigates the practices of the EU in Croatia's integration process as well as Croatia's pre- and post-accession economic, social, political and democratic harmonization policies, within the framework of Neofunctionalism. The main argument of the thesis is that the Croatian integration, in the framework of Neofunctionalism, has so far reflected assorted and volatile spill-over success stories as well as spill-back failures, rather than absolute ones. Upon such backdrop, first a descriptive account on the theory at hand is provided. Following this, to what extent Croatia's pre- and post-membership policies and practices have found reflection in the chosen theory is inquired in two separate sections. In the final analysis, the main findings based upon spill-over and spill-back examples are addressed; and the necessity to conduct new spill-over and spill-back analyses in the future, to the extent that positive and negative developments unfold, is underscored.
