The basis of the Ottoman territorial regime is that all or part of the tax revenues of any region with the asylum system shall be repented by the sultan in exchange for some obligations. With this direction, it is not intentional to give property, but to collect taxes on behalf of the state by operating the state-owned property through the reaya. Accordingly, tax revenues are made by falsifying any region that has been conquered, and these revenues are divided into dirt and given to sipahis in exchange for military services, so that the asylum system in that region would have been implemented. The general base for this purpose; Whoever gets the taxes of whoms are responsible for the public order and the administration. Since the state allocated the taxes it would receive from the province to the attendant there as a salary, agricultural production was provided on a regular basis and prevented any tax evasion after being provided at the site of public order and administration. The first citation based on the document related to the grooming system goes back to the Orhan Bey period. Since the reign of Sultan Murat I, the asylum system has been made more systematic and the mezkûr information has been recorded regularly in the grooming books. After this date, regional and general grooming counts were carried out at certain time intervals and their records were kept up to date. The `Evkaf Books No. 1556-1257 Grooming Book` which is the subject of the thesis was obtained from the Kayseri and Local Historical Research Center (KAYTAM) library within E.U. and attention has been paid to make the necessary work and evaluation.Key Words: Grooming System, Grooming, Ottoman State, Territorial regime, Kaytam.
