Democracy, in its shortest definition, means that the governed (people) have a voice in the administration. This political regime became a form of government in a long period of time, but it was not simultaneous for every state and society. In the relevant parts of our research, the development of democracy in different nations, states and geographies has been included, and the parliamentary system practices within the framework of constitutional administration have been discussed. As well as it was relatively shorter in Europe, the adoption and implementation process of democratic governance as we mentioned was long and painful in the Ottoman Empire. Yet the `Charter of Alliance`, the first constitutional development which was seen as the beginning of the change in political system, was signed in 1808, at the beggining of the XIX. Century, in a time period that can be considered as late in Europe. In the process of change, especially the contribution of `Tanzimat Reform Era`, which has been experienced since 1839, should be sought in innovations in administrative and civil fields. The establishment of `Council of Ministers of the`, which will form the basis of the judiciary and adjudication in the center of the state, is the basis for the applicability of the parliamentary system; at the same time, the establishment of councils under the jurisdiction of tax collectors who are assigned to the provinces with the financial goals has led to the emergence of a different governance structure specific to the local administrations. Although the tax collector system has been abolished in a short time, the adoption of parliamentary administration during this period has initiated to the creation of board of governors with administrative functions in the settlements such as province, district and sanjak, with the `Provincial Regulations`, issued in 1864. In the long term, the most important yield of these assemblies to the Ottoman Empire is that a parliamentary system would be applicable in the general term and it would prepare the constitutional administration. In addition to these, without any doubt, democratic administration, co-existence of the governed and the rulers together and people's adoption to the requirements of democracy, necessitates a certain competence in the sense of education, culture and idea. Accordingly, the press has taken the most important role in gaining this competence to the society about the transition from absolute monarchy to the constitutional parliamentary system. As a matter of fact, the newspapers published in numerous and various views on the basis of richness of the idea of the II. Constitutionalism Period are an important source where the views of Ottoman intellectual's were reflected about parliamentary system, concept of constitution and ideal state administration. In this study, Ottoman newspapers in different views were examined and the articles in these areas were valued and evaluated within the framework of our subject.
