This study is about the teacher training and employment systems of the top five countries in PISA and comparing the similarities and differences between Turkey's teacher training and employment system. The acceptance criteria of teacher candidates for the teacher training institutions, candidates' pre-service trainings, assignment competence and conditions, in-service training and social dignity, personal rights, their responsibilities and salary conditions in China, Finland, Japan, South Korea (Republic of Korea), and the Singapore government are discussed. As a result, the following conclusions are obtained. 1- In terms of the past of training teacher, Turkey in 1848 and Japan in 1868 has started to train the teachers in the modern sense. However, it started between 1945 and 1965 in China, South Korea and Singapore. In Finland, it started after adopting the constitution in the 1920s. Turkey had carried out the training of teacher with very different models and institutions until 1980s. 2- In the selection of students for the institutions of training teacher, Turkey admits students according to the points of university exam (YGS) for the departments except for physical education, music and art, but the multiple evaluations are accepted in the countries examined. The most challenging process is in Finland, Singapore and Korea. 3- In Finland, master's degree is required, but in the other countries just bachelor degree is required. The undergraduate education is for 3 or 4 years in China, 4 years in Japan and there is the two-year associate's degree education in Japan. Korea has been implementing a certification system. The teachers are divided into six categories according to the training they receive in Korea. 4- As the graduated pre-service teachers are assigned centrally by taking enough points in KPSS exam in Turkey, local authorities assign in Finland and Japan, but Korea assigns those who are successful in central exam. National Government makes assignments without an examination in China and Singapore. 5- In-service training is carried out in the universities in all countries except for Turkey. In-service training, except for basic education and apprenticeship training, is not compulsory in Turkey. As it is ineffective on seniority and salary in Turkey, it is required to take at least 30 hours every year in Korea and has an impact on salary. Educational staff gets 100 hours of training each year in Singapore and chooses according to the need. 6- School-teaching is very popular in Finland, Singapore, Korea and Japan. In these countries, the salary of teachers is above the average of OECD countries. However, it is below the average in Turkey. The teacher is in the status of civil servants in Japan, China, Finland, Korea and Turkey and has the lifelong employment guarantees as long as he/she obeys the law. There is no shortage of employment in Korea, Singapore and Finland. The teacher has the job guarantee.
