Today the economic decision units are need in order to raise competitiveness and economic growth to provide resource to develop social welfare. The economic structure in these resources are emerging knowledge, technology and innovation. Especially the economic growth assume central role in the compensation of resources needed in the innovation systems. Therefore, the new world economy as a production factor is important where innovation of analyzing the relationship between economic growth. In this study, the relationship between regional innovation and economic growth are investigated normalization methods. In this context, the innovation performance and capacity of the regions aim to develop within the scope of the level 1 metrics that allow comparison of the areas in Turkey. In this direction, Nuts 1. Located at level 12 are calculated innovation indices and productivity of the region input-output variables using the model. Among the variables to determine the normality was performed Kolmogorov-Smirnov statistical fit test. Also the z-score normalization method that should be applied information is presented about the regions innovation policies of determined the levels. The study consists of three parts. In the first section, is presented for the conceptual framework innovation systems and described theoretically the relationship between economic growth and innovation. The second section have been established Turkey's innovation policy institutions and innovation index of the values. In the third section are evaluated findings of normalization methods individually for the region 12. Keywords: Regional İnnovation Systems, Economic Growth, Regional Innovation Index and the Measurement.
