Kazakhstan, which gained its independence in 1991, wanted to create a new policy in the educational sphere as well as every other area after independence. The history of the educational system in Kazakhstan and its Soviet heritage play a crucial role in the formation of this new policy. Educational institutions in Kazakhstan, which emerged under the rule of the Tsarist (Imperial) Russia, developed and became an educational system in the Soviet Union era. In determining the post-independence national education policy of Kazakhstan, there have been important positive and negative effects from the Soviet era. For this reason, in the first part of the study the educational institutions that emerged during the Tsarist (Imperial) period and the development of the education system which formed during the Soviet Union period are highlighted. During the Soviet Union, the high rate of literacy in Kazakhstan, the increase in the overall education level in the country and the inclusion of all of the people into the educational system have been a positive legacy for Kazakhstan, which proclaimed its independence. On the other hand, Russian culture and Russian domination in the Soviet period created a negative situation in terms of national identity and culture for post-independent Kazakhstan. After independence, Kazakhstan assessed the positive legacy belonging to the Soviet era and developed a national education policy that would reverse the negative pressures on Kazakh identity and culture. In the second part of the study the post-independence educational system and national education policy were examined, and in the third part the national education policy and the social and cultural identity disputations in Kazakhstan were investigated. While Kazakhstan is diligently trying to preserve the positive heritage of the Soviet Union in the area of education, it simultaneously seeks to implement significant alterations against the negative issues inherited from the Soviet era. On the one hand, while Kazakh identity and culture were strengthened through Russian influence, it was likewise influenced through Western culture and the English educational system as an alternative to Russian culture and Russian efficacy.
