Cities change and transform in parallel with the globalizing economies. Plans and projects are developed in order to keep up with these changes and make these cities habitable. One of the development indicators of a city is the quality of transportation and circulation. Governments design transportation plans accordingly. Safer, shorter and more comfortable transportation requests arise in the globalizing world. Alternative transportation solutions are sought, new transportation planning are made. There was an intense movement of migration from rural areas to cities in the past fifty years, and certain changes occurred in the nature of cities. This has caused the settlements to be rather irregular in fringes distant from the center. City of Van is one of the cities that have affected from such migrations. Acceleration of migrations from rural areas to the city in Van occurred after 1980. Non-confidence caused by the working environment and the disruption of economic equilibrium made the rural area of the region completely repugnant. The pre-existing urban infrastructure problems of the city became more complex in this process with migration. Bringing their own cultures and life styles to the city with migration, immigrants caused disturbances in the structure of the city with their slums. According to Turkish Statistical Institute's (TUİK) 2013 data, population of the city of Van became 1.070.713 including the received migrations. This caused changes in the political profile of the city. Border trade demonstrated growth due to being near the border of Iran, and this has increased the importance of transit freight shipment. The airport located in the city has an important position in terms of passenger and freight transportation, and causes movements in the city's population. City of Van became Metropolitan Municipality based on the changes in the population structure. A Metropolitan Municipality is formed in the city of Van pursuant to Law No. 6360 on Forming Metropolitan Municipality in Fourteen Cities and Twenty Seven District and Amending Certain Laws and Statutory Decrees. Certain changes occurred in the physical, architectural, and social structure of the city based on the process of becoming a metropolis. In this context, the city becomes open to development and change. The existing transportation network is insufficient responding to the need of the city. Therefore, the present study addresses the current transportation problems and develops plans alternative to the current transportation plans by taking into account the logistic, social, political, and cosmopolite structure of the city of Van in the process of becoming a metropolis in micro and macro aspects.
