The development of information and communication technologies has also affected surveillance systems and the use of these systems. One of the areas where these systems are used is related to consumption and marketing activities. Businesses collect personal data about consumers by using surveillance techniques to provide personalized offers, which leads to important results and certain problems regarding consumer privacy. Consumers' concerns about privacy cause significant outcomes for all sides, especially businesses. In spite of that, interest in consumer privacy in Turkey is very limited both in academic and practical means. Concerning this gap, the study is considered important because it addresses consumer privacy concerns within the context of surveillance practices and behavioral consequences and because it searches for solutions beside identifying the problem. In this context, the aim of this study is to measure consumers' concern about privacy and the behavioral consequences of privacy concerns. In addition to that, this study investigates who is responsible for protecting consumer privacy and which ways may be used for it. In this respect, both quantitative and qualitative methods have been utilized in the study. The findings of the quantitative research suggests that as the awareness about surveillance increases, the concern of privacy also increases. Besides, as consumers become more concerned about privacy, there is an increase in each of the behaviors; protecting personal information, manipulating relationships with the business, controlling the personal data that the businesses have, and reacting to the business. In addition to the evaluations on consumer privacy concerns in the qualitative part of the study, the related studies in the literature are examined with content analysis method in order to answer the questions of who should protect consumer privacy and how. It is concluded that businesses has the greatest share of responsibility for the development of privacy policies and standards.
