Democracy, good governance and the rule of law are the determinants ofglobal and local security. The global integration is the diffusion of political, socialand economic relationships between countries, coexistence of different cultures andreligions in an integrated way, and spreading of the spiritual and material valuesacross national borders to the world. In this context, the best example that can begiven for such an integration is the European Union (EU).The economic advancement in developing countries may not start in allregions of the country at the same time and the subsequent development concentratesin certain areas. Hence, regional disparities emerge. In order to eradicate its ownregional disparaties the EU has formed the EU Regional Policy. Through theStructural Funds that have been formed as part of this policy, various assistance tothe regions in need are provided, and some of such assistance takes place asdonations. Since Turkey is not a full member of the EU it cannot benefit from theStructural Funds for the time being. However, it can implement the grantprogrammes within the context of the Pre-accession Financial CorporationProgramme.Within this framework that the programmes can be used as case studies in thisstudy are the Bulgarian-Turkey Cross Border Cooperation Programme, which is opento the province of Edirne, and the INTERREG III/A Greece-Turkey Programme. The preparedness of the regions and implementation of these programmes in terms ofbeing able to prepare projects and participation in those projects are investigated. Theaim here is to find out although Turkey is in these programmes, what itsimplementation record is like; to understand the situation of the region through thedata from Edirne, and make a generalization for the country.Even the results do not require us to be pessimistic, they emphasize the needto work much harder. They indicate that the negotiations for full membership willnot only be about political issues, but also will undergo harder in Acquis Titles.
