In their external form these structures, the National Commission of Social Dialogue (CNDS) and the National Council of Political Dialogue (CNDP) benefit from a relative power allowing them to prevent and regulate respectively the social and political conflicts so that there will be democratic governance in Niger. But internally these structures, although they are republican, that is to say created by State decrees, are not autonomous in their decision-making. Also, the inadequacies in the legal and institutional instruments noted here and there do not enable them to carry out efficiently and effectively their missions of satisfaction of the general interest. Therefore, it shows politicization of the CNDP and a lack of financial and material resources of the CNDS.Furthermore, as for the continual questioning of the constitutional order in Niger, of course through the frequent military coups in the period after the National Sovereign Conference, this could be explained by the fact that there has never been a straightforward inclusive dialogue, a sincere consensus between the successive governments that have been democratically elected and their socio-political partners. This political imbroglio has handicapped the Nigerien democracy to take off, to advance or to experience a continued prosperity like certain democratic systems of the West African sub-region in particular or of Sub-Saharan Africa in general. Thus, as mentioned above it is to be noticed in the case of Niger, there is an eternal recommencement, a series of gropings in the management of the democratic state with almost the same sorrowful and sometimes dramatic experiences which are repeated but do not serve as lessons to this ''old'' political class of the 1990s.Finally, the crisis of democracy in Niger has been incited mainly by the difficult internalization of the rules of the democratic game by socio-political actors. The latter is crowned by a conflict of political generation that calls for a break with this class, to a moralization of political life and a reformation of the Republic for better prospects for democratic governance in this country. Keywords: Sovereign National Conference, Conflict, Dialogue, General Interest, Democratic Governance, Niger.
