The Ottoman Empire made reforms in its naval fleet before the First World war broke out by purchasing new and modern warships and by training its soldiers under a strict discipline. The Ottoman Empire, blaming the defeat of the Balkan Wars on its naval fleet, accelerated the building of Reşadiye dreadnought; purchased the Sultan Osman dreadnought from United Kingdom and ordered another dreadnought called Fatih Sultan Mehmet to United Kingdom. Moreover, The Ottoman Empire ordered a destroyer to United Kingdom and a submarine to France. In addition, it made an agreement with a British company called Armstrong for the improvement of Haliç shipyard and for the construction of a new shipyard in İzmit. The aim of the Ottoman Empire was to integrate itself to the armament race which took place worldwide prior to the First World War and to compete against the Greek naval fleet, against which it was defeated in the Balkan wars. The pro-British policy pursued by the Ottoman naval fleet came to an end as the British government confiscated the Sultan Osman and Reşadiye dreadnoughts. Upon this event, a pro-German policy emerged by the inclusion of Goben and Breslav battleships into the Ottoman naval fleet. Rear admiral Souchon, the commander of the Mediterranean fleet of Germany, was appointed as the admiral in chief of the Ottoman naval fleet. The purchase of these two battleships enabled the supremacy of the Ottoman naval fleet over the Russian fleet in the Black Sea. The Ottoman naval fleet, including Goben, the fastest dreadnought of the time, bombarded Sivastopol, Odessa, Kefe and Novorosski, all of which were Russian ports on the Black Sea coast, on 29th October 1914. Key Words: Dreadnought, Greek Naval Fleet, Goben, Souchon.
