The term `hate speech` which entered to law literature in recent periods, is defined by the European Council of Minister's 1997 and No:97 recommendation decision as `For the purposes of the application of these principles, the term `hate speech` shall be understood as covering all forms of expression which spread, incite, promote or justify racial hatred, xenophobia, anti-Semitism or other forms of hatred based on intolerance, including: intolerance expressed by aggressive nationalism and ethnocentrism, discrimination and hostility against minorities, migrants and people of immigrant origin.` the otherification is not to accept the ones you like yourself and use certain prejudiced phrases. Long or short size, skin color, material income, beauty-ugly concepts, profession, clothing, race, lived country-city, religion, language etc. we can otheralize the opposite side.People, categorize various stuations, events and people in order to cope with the complexity of life. During this categorization, the concept of `I` was created and the `other` concept was formed, and the hate speech would be improved as a result. While the individual tries to create the ego according to the norms of the group he belongs to, he also creates his own self with the driving force of the rejected groups. In other words, human beings try to exist when they refuse and reject it. People need `The Other` to be able to a social idendity, but only if they don't make it humiliating to isolate other people from society. People are mostly excluded from their religion, political views, foreigners and country leadership in the country they live in, they are not easily accepted in the society and they are exposed to various hate speech. Persons do not accept the person who is not of his own race, nor does he accept from his own opinion or from the political party he supports. When this happens, the `other` attitude is `against` and the `other` is the opposition. Over time, hate speech and othering have turned into hate crimes, with the exception of racial prejudice, different sexual orientations, national origin, disability status, gender and power prejudiced. This is not only limited to people's thoughts, it appeals to people such as TV, newspaper, radio, social media etc. A variety of people in this regard, and racist-discriminatory news, hate speech, comments among people contributes to class formation and supports the `other` phenomenon.
