SUMMARY The main purpose of this study is to compare the administration and finance of the education systems of Turkey and EU countries. The questions below are asked as inferior aims related to this main purpose: How is the main structure of the education systems in EU Countries and Turkey ? How is the Administration structure of the education systems in EU Countries and Turkey ? How is the finance and the distribution ratios of finance of the education systems in EU Countries and Turkey ? What are the sallaries of the school principles and factors that effect the sallaries in Turkey and EU Countries ? What are the sallaries of the teachers and lecturers and the factors that effect the sallaries in Turkey and EU Countries ? What are the expenses and the distribution ratios for students in the education system of Turkey and EU Countries ? Finally, What are the distrubition ratios of the sources for vocational training in Turkey and EU Countries ?are defined in this way. According to the reached findings, after analysing these inferior aims; The structure of education is organised in three ways as central, local, both central, and local in EU Countries. To these findings most of the countries started to leave central administration and offer local, and regional administration. The construction in administration of education has the same response on regional and local management. But in Turkey, both the structures of the organization, and the administation are organized in the central way. The responsibility of the finance of the education is on public in EU Countries, and in Turkey. In the Eu Countries; Denmark is the country which screens the most amount of source for the education from the public expenses, and the gross national product. The country which screens the less is Greece. Turkey is the one that screens the less either. While The ratio of the education expenses were near % 1 8 from the public expenses in 1990's, in 2000's this ratio is recessed to 8 %. This shows that the sources that are screened for education from the public expenses are not enough. In Eu Countries the sallaries of principles are over the medium of the national revenue per person according to the domestic production index. It's lower than the revenue per person only in Italy, and Holland. And this is only for the ones who became IVprinciples recently. In turkey, according to the domestic production index, the sallaries of the principles are over the medium of the national revenue per person. The sallaries of the teachers in EU Contries, especially the beginners get lower sallaries than the medium of the national revenue per person according to the domestic production index. Germany, Spain, Greece, Portugal, and England are exception. When they reach to a presedence, sallaries increase according to the precedence and the sallaries come over the medium. In Turkey the sallaries of the teachers are over the medium of the revenue per person. When we compare them by US Dollar, Portugal, and Germany pay more than the others for the primary school teachers. Portugal, Germany, and Austria pay more than the others in the high school level. Holland, Germany, Belgium, Austria, and Portugal take the lead in paying for the university level. In all levels, Greece, Sweden, and Finland take the lead by paying the less to their teachers. If we talk about Turkey, It can't give even the half of the sallary that Greece, Sweden, and Finland give to it's teachers in any level. If we take a look at the aids that are made to the students by the EU Countries, and Turkey. We can see that the names of the aids are the same, but the amounts are too different from each other. In the EU Countries the medium of the aid given; to the primary school students is 4100 Euro, to the high school students is 5900 Euro, and to the university students is 8800 Euro. In Turkey these numbers are 840 Euro for primary school students, 1445 Euro for high school students, and 1445 Euro for the university studentds In the EU countries, and Turkey the chief financers of the vocational training are public, private instituons, parents, proficients, and associations. The most amount of source comes from the public of all. Only in Germany, and in England the assistance of the private sector is evidently more than the others.

III.
