After the Puplic Reform Project which is the refluction of the New Public Management, it was seen a fundamental change more than those, which were tried to be done. The aim of this fundamental change is to be pleased of the people from the services and products given.Today, there are a lot of problems with choosing personnels and being organized in public sector. There are a lot of unnecessary lists of government officials in local administration especially at the municipalities which have autonomous management. As the municipalities are close to the people they can know their needs and wishes and their aim is to become real them. But it is seen that they become alienated from this ideal subject and become corporations for unemployed people who think them as a guarantee in getting job. This situation has enhanced the intensity of the position on the permanent staff and therefore the employment. At the same time, being a permanent staff in the event of pollitical has become an issue and the leaders who are in power have been inclined to give the job to their acquaintances. So, this causes the situation which is not a man for a job, but a job for a man. In addition to this, it has not been able to be provided that the activity of the product and services, the quality and the satisfaction of personel as well as the community, because of the unqualified personel and excessive amount of employment. In this study, it is studied and explained the Norm Staff application as a planning human resorces and with the help of this norm getting rid of unnecessary employment. It is also studed on supplying qualified and necessary amount of personel for necessary places and also the satisfaction of the personel and community. It is studied the standarts and structures of Saraybahçe Municipality?s norm staff as an example.
