Open Source Softwares are softwares that source code of which can be accessed and changed by users, besides accessing and distribution of these softwares is free of charge. Closed Source Softwares are commercial purposed softwares, and source code of which are not shared. Institutions exigence a variety of softwares, including operating system, to fulfil their needs. In this study, it is tried to determine what kind of softwares are used in the institutions. In general, the usage of Closed Source Softwares is widely seen, considered for the institutions. Since the authority to interfere with these softwares is under the control of the developers and it is also these companies are responsible for editing these softwares. Therefore, it limits the institutions in terms of flexibility. Since all of the data of the institutions are kept on these softwares, also carries security risks. In addition, the presence of a large number of computers and servers in the institutions also shows that the expenses for license fee of the softwares is costly. Open Source Softwares are expected to be more beneficial for the institutions in terms of flexibility, security and cost. In these experimental study, a survey was conducted for public institutions in Erzurum province. According to the results, it has been determined that Closed Source Softwares are used in almost all of the institutions in this province. It is aimed to increase the usage of Open Source Softwares in institutions by making comparisons with Pendik Municipality which started to use Open Source Softwares software via Pardus(A Linux based, domestic and open sourced operating system). In addition, it was stated that the changeover to Pardus, the domestic operating system, would contribute to the national economy in terms of cost. As the TUBITAK is responsible for the development of Pardus operating system, stated that it is flexible and safe. Keywords: Software, Open Source Code, Open Source Software, Management Information Systems.
