New communication technologies have creaded the environment for new communication environments to emerge. The development of new communication technologies is accelerated by the internet. The widespread use of the internet has affected many areas. One of these areas is political communication. The use of new communication technologies in political communication is increasingly differentiating the nature of election campaigns. The usage of new communication technologies instead of the traditional ones have caused an internet base for the electoral campaigns. New communication technologies have many advantages that traditional communication technologies do not have. New communication technologies offer advantages such as direct access to selection, communication without being tied to time and place, and the ability to transmit feelings easily through voice,image and text to users. In order to be able to use these advantages effectively and in place,political parties need to remain in process not only during the election period but also the other times. This thesis study was carried out in order to determine the purpose and how frequently new communication technologies were used by political parties in pre-election and past-election periods. Within the scope of the study,the Twitter and Facebook accounts of political parties represented in the Grand National Assembly of Turkey were examined in terms of topicality , multimedia features,content of shared messages and interactivity. According to findings ; Twitter and Facebook shares of political parties surveyed are similar in terms of content, multimedia features and interactivity. However, the political parties that have been inspected in terms of being updated have been observed to lack adequate updating after the election in spite of proving just the opposite before the election.Anahtar Kelimeler: Communication, Political Communication, New Communication Technologies, The Internet, Twitter, Facebook.

Yeni iletişim teknolojileri beraberinde yeni iletişim ortamlarının doğmasına ortam hazırlamıştır. Yeni iletişim teknolojilerinin gelişimi internet sayesinde hızlanmıştır. İnternetin giderek yaygınlaşması birçok alanı etkilemiştir. Bu alanlardan birisi de siyasal iletişimdir. Siyasal iletişimde yeni iletişim teknolojilerinin kullanımı seçim kampanyalarının doğasını giderek farklılaştırmaktadır. Seçim kampanyalarında kullanılan geleneksel iletişim teknolojileri ile birlikte yeni iletişim teknolojilerinin kullanılmaya başlanması seçim kampanyalarının internet ortamına taşınmasına zemin hazırlamıştır. Yeni iletişim teknolojileri, geleneksel iletişim teknolojilerinin sahip olmadığı birçok avantaja sahiptir. Yeni iletişim teknolojileri, seçmene doğrudan ulaşabilme, zamana ve mekâna bağlı kalmadan iletişim kurabilme, kullanıcılara ses, görüntü, yazı yoluyla duygularını rahatça aktarabilme, kullanıcılardan daha etkin ve anında geri dönüş alabilme gibi avantajlar sağlamaktadır. Bu olanakları etkili ve yerinde kullanabilmek için siyasi partilerin sadece seçim döneminde değil, seçim dönemi dışında kalan süreçte de süreklilik göstermeleri gerekmektedir. Bu tez çalışması seçim öncesi ve seçim sonrası dönemde yeni iletişim teknolojilerinin siyasi partiler tarafından hangi amaçla ve ne sıklıkla kullanıldığının belirlenmesi amacıyla yapılmıştır. Çalışma kapsamında TBMM'de temsil edilen siyasi partilerin Twitter ve Facebook hesapları güncellik, multimedya özellikleri, paylaşılan mesajların içerikleri ve etkileşimlilik bakımından incelenmiştir. Elde edilen bulgular sonucunda; incelenen siyasi partilerin Twitter ve Facebook paylaşımları içerik, multimedya özellikleri ve etkileşimlilik bakımından benzerlik göstermektedir. Ancak güncellenme açısından incelenen siyasi partilerin seçim öncesi dönemde gerekli yeterliliğe sahip olduğu, seçim sonrası dönemde ise güncellenme konusunda yetersiz oldukları gözlemlenmiştir.Anahtar Kelimeler: İletişim, Siyasal İletişim, Yeni İletişim Teknolojileri, İntertnet, Twitter, Facebook.
