To be able to survive in today's economies where global competition is seriously felt, and to increase economic growth figures can be possible with Research-Development activities. Therefore, like all countries of the world, Turkey and EU countries focuses on R & D activities. While these developments related to R & D expenditures are experienced, it is noteworthy that young people who are out of employment increase. Young unemployment, which is the source of economic, social and psychological problems, is a macroeconomic problem that all countries focus on and seek effective solutions. The purpose of the study; the impact on youth unemployment of R & D intensity which is one of the main indicators of R & D activities is to examine the theoretical and empirical levels for Turkey and EU countries. With this study, it is expected to eliminate the deficiency in the literature.İn the econometric model created for the Turkey and 28 EU countries; the young unemployment variable was used as a dependent variable, the R & D variable was used as an independent variable and high technology products export share was used as control variable. In the model established for the effect of R & D intensity on youth unemployment, long-term cointegration coefficient estimations were made by Fully Modified Least Squares Method. The short-term relationship coefficients were determined by error correction model and Dumitrescu and Hurlin (2012) causality analysis was applied.According to the results of the analysis, there is a one-way causality relationship from R&D intensity to youth unemployment. However, this effect varies in countries. In the study, which has a one-way causality relationship from the share of high-tech products to young unemployment, the impact on youth unemployment was found to be negative in countries with high levels of development and positive in other countries. However, this effect is greater in developed countries.Key Words: R & D Expenditure, Youth Unemployment, Panel Data Analysis.
