The window functions are structures used to reduce undesired Gibbs? oscillations in FIR (Finite Impulse Response) filter design. The window functions are used at many areas such as digital filter design, power spectrum estimation and signal processing applications. So, the design of window function having good spectral properties is preferred at many areas.The aim of this thesis is the realization, with intelligent calculation methods, of a new window function having good spectral properties.With this aim, a new window function having mainlobe width and ripple ratio of Kaiser window which is used commonly and sidelobe roll-off ratio characteristic of ultraspherical window has been implemented the help of Genetic Algorithm (GA) and Artificial Neural Networks (ANN) which are intelligent calculation methods. The developed method by using GA for constant window length and mainlobe width shows better behavior than that other window functions in the literature shows with respect to ripple ratio and sidelobe roll-off ratio.Similarly, a new window function modeling having mainlobe width and ripple ratio of Kaiser window and sidelobe roll-off ratio characteristic of ultraspherical window has been implemented by using ANN. Thus, the design of window function that shows better spectral behavior than exponential and cosh windows in the literature for different conditions has been implemented.The obtained one dimensional window functions by using both GA and ANN have been used at FIR filter design, because of the fact that they have useful spectral parameters the designed filters show better characteristics. With respect to minimum and maximum stopband attenuation, the designed digital filters show better characteristics than the filters which have been designed by using other windows in the literature.One dimensional windows obtained using GA and ANN have been used to design two dimensional windows with the aid of suitable methods. Two dimensional window functions have spectral characteristics of the one dimensional window functions.Therefore, the design of two dimensional window functions having good properties can be achieved by using a well designed one dimensional window functions.Two dimensional FIR filter design has been performed by using two dimensional window function just like one dimensional FIR filter design. By this way, two dimensional filter having good characteristics is designed with two dimensional window having good spectral parameters. The obtained two dimensional filter is used in image processing and its success is determined by comparing the images obtained by using this filter and some other filters.

Pencere fonksiyonları, FIR (Finite Impulse Response, Sonlu İmpuls Cevaplı) filtre tasarımında istenmeyen Gibbs salınımlarını ortadan kaldırabilmek için kullanılan yapılardır. Pencere fonksiyonları; sinyal işleme uygulamalarında, güç spektrumu kestiriminde ve sayısal filtre tasarımı gibi pek çok alanda kullanılır. Dolayısıyla, iyi spektral özelliklere sahip pencere fonksiyonunun tasarımı arzu edilen bir durumdur.Bu tez çalışmasının amacı; iyi spektral özelliklere sahip yeni bir pencere fonksiyonunun akıllı hesaplama yöntemleri ile gerçekleştirilmesidir. Bu amaçla, literatürde yaygın olarak kullanılan Kaiser penceresinin analob genişliği ve dalgalanma oranı ile ultraspherical penceresinin yanlob azalma oranı karakteristiğini bir arada bulunduran yeni bir pencere fonksiyonu, akıllı hesaplama yöntemlerinden olan Genetik Algoritma (GA) ve Yapay Sinir Ağları (YSA) yardımıyla gerçekleştirilmiştir. Sabit pencere uzunluğu ve analob genişliği için GA kullanılarak geliştirilen yönteme ait spektral parametreler, dalgalanma oranı ve yanlob azalma oranı bakımından, literatürdeki diğer pencere fonksiyonu parametrelerinden daha iyi davranış göstermektedir. Ayrıca, YSA kullanılarak Kaiser penceresinin analob genişliği ve dalgalanma oranı ile ultraspherical penceresinin yanlob azalma oranı karakteristiğini bir arada bulunduracak yeni bir pencere fonksiyonunun modellenmesi gerçekleştirilmiştir. Bu sayede farklı şartlar için literatürdeki üstel ve cosh pencerelerinden daha iyi spektral davranış gösteren bir pencere fonksiyonunun tasarımı gerçekleştirilmiştir.Hem GA hem de YSA kullanılarak elde edilen bir boyutlu pencere fonksiyonları, FIR filtre tasarımında kullanılmış ve sahip oldukları kullanışlı spektral parametreler ile tasarlanan filtrelerin de analob genişliği, dalgalanma oranı ve yanlob azalma oranı bakımından daha iyi karakteristiğe sahip olmaları sağlanmıştır. Geliştirilen yöntemler yardımıyla tasarlanan sayısal filtreler, minimum ve maksimum durdurma bandı zayıflaması bakımından literatürde kullanılan diğer pencereler yardımıyla tasarlanan filtrelerden daha iyi davranış göstermektedir.GA ve YSA yardımıyla elde edilen bir boyutlu pencereler, uygun yöntemler yardımıyla iki boyutlu pencere tasarımında kullanılmıştır. İki boyutlu pencere fonksiyonları bir boyutlu pencere fonksiyonlarının spektral özelliklerine sahiptirler.Dolayısıyla, iyi tasarlanan bir boyutlu pencere kullanılarak iyi özelliklere sahip iki boyutlu pencere fonksiyonunun tasarımı gerçekleştirilebilir.Bir boyutlu FIR filtre tasarımında olduğu gibi iki boyutlu FIR filtre tasarımı iki boyutlu pencere fonksiyonu kullanılarak gerçekleştirilmiştir. Böylece spektral parametreleri iyi olan iki boyutlu pencere ile iyi özelliklere sahip iki boyutlu filtre tasarlanmaktadır. Elde edilen iki boyutlu filtre görüntü işleme alanında kullanılmış ve diğer filtreler kullanılarak elde edilen filtrelenmiş görüntüler ile karşılaştırmalar yapılarak geliştirilen yöntemlerin başarısı gösterilmiştir.
