The structure of Turkish society has been changing since the last two centuries within all segments of the society. At the beginning, needs and necessities determine the axis of this change. The reformation, which initially begins in the military, expends gradually to the other part of the state structure, and the secularization of the state institutions slowly affects the whole society. Thus, secularization enters into the Turkish society in accordance with the modernization process. In this process, education plays a master role in secularizing the society. With the modernization, the governing elites impose a secular mission to official education. In a sense, they wish to extend the modernization project implemented at the military schools to other education institutions. It is a very big necessity to progress the rural areas in order to develop the state, because rural people make up eighty percent of the Turkish society. At this point, we see that the village institutions, which were first established as rural education courses, go back to the constitutionalism (meşrutiyet) in the Ottoman times. The village institutions initially established as instructor curses become a catalyst to fulfill this modernization project. They struggle to train a revolutionary cadres who are to build the new Turkish Republic as a western state. Having a revolutionary character; therefore, the village institutions had a different aim, content, program and instructions, and they operated very differently in comparison with other educational institutions.
