Small and medium-sized enterprises are defined as SMEs in Turkey. They play significant role in economy and social structure because of their ability to quickly adapt to market conditions, flexible production structures, and high share of employment in overall economy portfolio. There is not any common opinion in the definition of SME yet. The definitions vary from country to country. In some definitions, the balance sheet volumes of the enterprises are considered, whereas in some it is seen that the number of employees is accepted as the scale. In solution oriented studies for SME's problems; management, organization and financial problems take place on the top of the list. SMEs generally provide their operation capital from personal savings in the establishment phase as financial foundations might demand harsh balance sheets and request a heavy financial guarantee in order to guarantee the return of the loan. And that leadsfinancial structure of SMEs to be weak. The financial problems encountered during the very establishment phase, if not taken any precautions, may oblige to endure the heavy consequences beside cash shortage in the face of the general economic fluctuations and the usual stagnation of the market. Another reason of the financial problems is inadequacy in economic management. SMEs are not able to provide qualified employment due to both negative approach of theirs to authority share and increasing cost.Government takes measures by implementing support and encouragement programs that enable monetary relief for SMEs through its institutions in accordance with macroeconomic policies. SMEs which are able to use these programs, can achieve success in solution of the problems of management, organization and financial; and transform to the foundations providing added value.
