National security policies are high-level policies in the context of the interests associated with states' existence goals and perceived threats to these interests. Although the security phenomenon is defined in a wide perspective and explained with different approaches, the concept of national security is related to realism. For this reason, geopolitical, geostrategy, military measures and intelligence activities stand out as indispensable elements of national security policies. Recently, the facts and practices of globalization, post-modernism and social democracy have brought depth to different aspects of national security policies, so even though social, economic and cultural and environmental issues are included in national security policies, the realist character of the subject did not change. National security policies are based on power in nature. Power is related to millitary as well as economy and socio-political capacity. Reflection of realism on economic policies is mercantilism and autarchy. Becuase it examines state, market and individual relations, the defense industry is at the intersection of national security policies and political economy. The defense industry forms an area where the demands of security of the state and the demands of capital meet. Defense is a state monopoly and a costly business. This makes the defense industry extremely critical and strategic. The monopoly state has on the use of force to defend itself is related to its sovereign rights. For this reason, the defense industry has been seen as one of the activity areas of the state for many years. However, the increasing popularity of liberal and neoliberal policies has led to the interest of private capital in the defense industry which is a very expensive and profitable area due to its strategic importance. This study fırstly aims to examine the relationship between the state and the market in the defence industry. Secondly, it examines how the quality of a state's defence industry is reflected to the sovereignty or national security policies of the state in context of Turkey's national security policy.Key Words: Security, Globalization, Realism, Liberalism, Mercantilism, National Security, International Political Economy, Defence Industry.
