The history of the bureaucracy is very old. Bureaucratic structure was applied in the Central Asian Turkish states before the Ottoman State. We can talk about the bureaucracy in a place where a state formally exists. When we talk about the bureaucratic structure, first name appearing in our minds must be Max Weber. Weber divides the bureaucracy into two groups. The first one is the bureaucracy applied to traditional state structures, and the second one is the modern bureaucracy. In societies governed by traditional authority, civil servants carry out government affairs under the obedience of the king. The main purpose here is to serve the king. In the modern bureaucracy civil servants carry out their state affairs for the sake of the state without being attached to any person. The modern bureaucracy of the Ottoman State began to be performed after Tanzimat. Before the Tanzimat the bureaucratic structure existed in the Ottoman State, but the civil service was not regarded as a Professional job. But in the post-Tanzimat period civil servants were seen as the Professional job. After the Ottoman Empire grew, managemental affairs increased and many civil servants were needed. This contributed to the development of the bureaucracy. When the period of Abdulhamid II came, the number of civil servants in the civilian bureaucracy reached several thousand. In the period, the bureaucratic structure was stronger than the monarchy. However, Sultan Abdulhamid made plans to take control of the state during the period of istibdat. Sultan first wanted all officers to be registered. The Sicill-i Ahvâl Commission was established to keep the officer records and follow-up. The commission started to work immediately after it was established and during the period of Abdulhamid II, 35.000 officers were registered in the Sicill-i Ahvâl books throughout the country. Using these books, Kozan and Cebel-i Bereketli 70 civil servants were examined with details in this thesis. Key Words: Bureaucracy, II. Abdülhamid, Sicill-i Ahvâl Commission.

Abdülhamid, Sicill-i Ahvâl Komisyonu.
