The understanding of foreign policy in the first period of Islam (siyer) has been compared with the foreign policy of Republic of Iran in this thesis. The aims and hypothesises of the thesis have been given in the introduction part. From the 19th century, the understanding of foreign policy that based on siyer in order to give information about the foreign policy of Islamic states was not useful and if fundamentalist of the Middle Eastern regimes follow the rhetoric of siyer but they have been obeyed Western norms in the application have been formed the main hypothesis of this study. The second part of the chapter summarizes the understanding of state and the theory of politics in Islam, comparing and describing the Sunnite and the Jafari Sects. In the first chapter, Islamic foreign policy understanding in the Classical period (before 1258) has been tried to codify in one meaning based on the Koran. This theoric part has been defined an effort between the formation of codification and model, only the siyer has been formed an uncertain frame and in this reason, it has been showed that the ?theory? term would not be used instead of ?understanding?. Furthermore, it has been defined that the siyer has another difference from theory, about the explaining the necessary thing instead of the thing that was.In the second chapter, what new regime expressing means in the Middle East and has been examined in the formation of religious structure of Iran. It has been put out that the quality of sui generis constitutional theocratic regime of Iran. Also, it has been tried to explained how the meaning of the term of fundamentalist in the Middle East changing after 1979.In the third chapter, the guidelines and bilateral relationships of Iranian foreign policy have been examined. It has been explained how the degree to get along well with siyer taking some events front. In the conclusion, the discussion regards how much the validity of the hypotheses has been questioned. Even though they are confirmed, it has been concluded that Iran has highly achieved to display the conformity of its foreign policy, which shows to be based on national interests, with that of Islam, thanks to the flexibility of the siyer.
