The aim of this study is to determine to what extend the poor relief used in poverty and struggle against poverty which is an important reason though not the basic reason of the social problems, is determinative on the people's feeling themselves excluded . For this reason the study was carried out in two-stages as theoretical and applied one. In the first stage of the study, after forming a frame for the panorama of poverty and struggle against poverty in Turkey and the world, the theme of social exclusion was addressed and then a survey of 400 individuals was carried out with reference to Sivas Central District Case Study as a part of the second stage which is the applied one. In this context, based on the fact that the outreach programs introduced in Turkey are carried out with reference to charity and beneficence, the demographic characteristics, family structures of the individuals, their environments, state of solidarity, relationships with the institutions and other people were taken as references and it was tried to show whether these people consider themselves as excluded or not. In this way, the effect level of poor reliefs used in poverty and struggle against poverty on the individuals' state of being excluded took part in the study with the use of the data and the findings of the recently done studies. It has been concluded from the data gathered by means of this study that the poor have irregular income, they go into the culture of poverty with the uncertainty and tension created by this irregularity, they couldn't consume enough and correspondingly they become estranged; they couldn't take part in social, economic and cultural processes equally and they become excluded individuals. Keywords: Poverty, Poor Relief, Social Exclusion.
