In the Ottoman Empire, the ideas that were put forward towards the recovery have di-rected the policies of the state in the 19th century. Ottomanism, which was claimed by the Ottoman intellectual in this period and owned by the state, aimed to keep the multi-element Ottoman society together. However, this idea did not succeed because of the riots of non-Muslim elements. In order to keep Muslims together, the idea of Islamism was formed. The idea of Turkism came to the fore due to the fact that the state could not prevent its collapse and these ideas did not work. Ahmet Mithat Efendi (1844-1912) was grew in the last period of Tanzimat. He is one of the Ottoman enlighteners who lived in the whole period period of Abdülhamit II (1876-1909). Ahmet Mithat Efendi is also a very close to Abdülhamit II. Thus, in an important phase of history, it has guided both the world of ideas and state policies (indirectly). He also served as a spokesperson to explain the actions of the state to the public. In this context, analyzing the intellectual movements in Ahmet Mithat Efendi will be useful for understanding the policies of the state in that period. This study aims to understand Ahmet Mithat Efendi's ideas through the developments of the period. At the same time, aims to understand the place of his ideas in the ideas of the Ottoman intellectuals. The study consists of three main parts. In the first chapter, the life and works of Ahmet Mithat Efendi were discussed. In the se-cond chapter, the main reasons of the idea movements from (Tanzimat) 1839 to 1912 were evaluated. In the third chapter, the ideas of Ahmet Mithat Efendi were tried to be evaluated on the basis of the movements of ideas in the Ottoman Empire.
